I disagree with the majority here.
There are 4 reasons to choose an anchor over a button in this scenario:
1. Semantics. If it changes the url, it’s an anchor.
2. Accessibility. If it navigates, people expect an anchor. And anchors are listed under links in the accessibility rotor.
3. An anchor can be hovered to see where it goes.
4. An anchor can be opened in a new tab or window.
