I don’t ask if I can write tests.
I don’t ask if I can spend time refactoring before I commit.
I don’t ask if I can make the UI accessible.
I don’t ask if I can make my code performant and secure.
I don’t ask for permission to do my job well.
That said, these are aspects of quality that are worth discussing as a team. Quality is a spectrum. Some aspects of quality may be handled later in some contexts. Once I understand that context, it’s my job to deliver quality work based on my judgment.
