Create cross-functional teams
Visualize & limit WIP

Fail forward. Avoid rollback
Document. Automate. No one is indispensable
If your org is “too busy” to pay down technical debt, your org is out of control.
Visualize your unplanned work / rework. This will draw attention to the debt.
Dedicate a percent of time to paying down debt.
Otherwise the debt will pile up to the point you can barely move.
